CONSTITUTION
AND BY-LAWS
PREAMBLE
We, the students of Camarines
Norte State College, expressing our faith in the Divine Providence in order to train ourselves in self-government in order
to promote the high standards for character, leadership and service, to foster closer relationship and understanding with
the Camarines Norte State College administration and the community; to maintain the effective, cooperative, and fellowship
among ourselves; and to contribute to the college of excellence in higher education in the region; do hereby promulgate and
adopt this constitution.
ARTICLE I. NAME
Section 1. The organization herein established
shall be knows as the Camarines Norte Stae College League of Integrated, Consultative and Active Servants, herinafter referred
to as the CNSC-LICAS.
ARTICLE II. DESCRIPTION OF OBJECTIVES AND FUNCTIONS
Section 1. The LICAS shall
be autonomous in undertaking program of action complementary to the development of the college through student action.
Section 2. The LICAS shall
pursue the following specific objectives:
a.
To serve as an active forum for student ideas and sentiments
b.
To uphold the ideals of the college geared towards ensuring a well-rounded intellectual, spiritual, and physical
development of the students.
c.
To develop a sense of service and responsibility among the students for the welfare of the society
d.
To act on the grievances, requests, recommendations as presented by the studentry
ARTICLE III. MEMBERSHIP
Section 1. All students of
Camarines Norte State College, irrespective of years and departments who are officially enrolled during the school year will
automatically become members.
Section 2. Each student I
required to pay the membership fee which will immediately serve as the standing fund of the organization in order to generate
programs, activities and others.
Section 3. The representative
of the organization shall coordinate with other organizations on matters pertaining to the welfare of the organization he
represents.
ARTICLE IV. RIGHTS OF THE MEMBERS
Section 1. No member shall
be obliged to contribute or donate any amount of money or object of value or service, unless otherwise duly authorized by
constituted authorities of the college or provided for in the constitution and by-laws of the organization.
Section 2. All members shall
have the freedom of speech and the press, and peaceful assembly in accordance to the constitution and by-laws of the organization
and existing laws governing such rights.
Section 3. All members shall
have the right to petition the proper authorities for redress of grievances, present views and opinions conducive to broad,
sound and healthy thinking of vital issues concerning the welfare of the students.
Section 4. Every member shall
have the right to be informed of the rules and regulation affecting him.
Section 5. Every member shall
have the right to have reasonable protection, in case of arrest within school premises; coordination shall be accorded to
the school authorities.
Section 6. No member shall
be subject to exploitation, involuntary servitude nor cruel and unusual punishment.
Section 7. All members shall
have the right to form, assist and join in school-based and non-school based organization activities, alliances, and federations
for their integral development.
Section 8. Every member shall
have the free access on records, reports and other documents kept by the organization.
Article V
The SSC Congress
Section 1. The elected officers
of the College Student Council, College-based Organizations, College Publications and individuals who are officially registered
as delegate shall compose the Student Congress.
Section 2. The Congress shall
be the highest policy making body of the student which shall have the actual rights with the General Assembly.
Article VI
The College Student Council
Section 1. The elected officers
of the College Student Council, the elected representatives of the year level organizations, class governors, CBO Officers,
Editors-in-Chief of the College of Publications
and the interested students of CSC shall compose the General Assembly; but the Editors-in-Chief shall act as ex-officio members.
Section 2. The powers of
the Assembly shall be:
- To legislate rules, resolutions and other concerns of students nature.
- To approve the budget proposed by the Vice President.
- To prepare and plan activities and projects to be undertaken by the College Student Council.
- To act on the grievances, requests, recommendations, as presented by the studentry.
- To remove or suspend any officer of the Assembly in accordance with the provision of Article IX below
of this constitution.
- To act on any proposal or suggestion presented by the President or any member of the Assembly.
Section 3. In case of extreme
emergency wherein the College Student Council Assembly failed to constitute a quorum, the members present shall have the special
powers to act on decisions on behalf of the College Student Council Assembly.
Article VII
Powers and Duties of the
Officers of the College Student Council
Section 1. The President
shall be the Chief Executive Officer of the Council. He shall:
- Preside over the general, regular, special, and emergency meetings of the Assembly and the Council.
- Carry out and implement resolutions and council laws passed and approved by the Assembly.
- Create Ad Hoc standing committees and appoint the chairman and members thereof except in cases provided
for in Article VI Sectio3-7 below of this Constitution.
- Represent the council in his official capacity as President in occasions and events where the Council
needs his representatives.
- Authorize and countersign all disbursements to be paid by the Treasurer.
- Perform such other acts as may be required of him by the Council and the Assembly.
- Take active supervision over the properties, interests, business, and affairs of the Council.
- In case of suspension and removal of current College Student Council Officer, the President shall appoint
a student in replacement of the removed one, with the consent of the other College Student Council Officers.
Section 2. The Vice President
shall:
- Assist the President in all the matters where his assistance is required.
- Take over the duties of the President in cases of absence, disability, resignation or removal for cause
of the President.
- Monitor the activities of the College Student Council.
- Perform such other acts as may be required of him by the Council or the Assembly.
- Prepare accomplishment report at the end of every semester.
Section 4. The Treasurer
shall:
- Act as the custodian of the funds and property of the Council.
- Disburse the funds of the Council in accordance with such rules and regulations or such administrative
orders promulgated by the College.
- Prepare financial statement which shall be supported by the vouchers and official receipts at the end
of the semester.
- Perform such other duties as may be entrusted to him by the Council and the Assembly.
- Head the Finance Committee.
Section 5. The Auditor Shall:
- Audit funds and accounts of the Council.
- Certify the legality of the expenses incurred by the Council.
- Perform such other duties as may be entrusted to him by the Council and the Assembly.
Section 6. The Business Manager
shall:
- Supervise all business and fund raising activities of the Council.
- Perform such functions as may be designated to him by the Council and the Assembly.
- Head the Ways and Means Committee.
Section 7. The public Information
Officer shall:
- Disseminate information for mass media duly approved by the President.
- Head the Mass Media Committee.
- Pass the minutes, financial statements, and other important documents prepared by the Secretary and
the Treasurer and units of the College.
Section 8. The Representatives
shall:
- Represent the college (CSC) in the Supreme Student Council (sSC) Meetings and General Assembly.
- Perform such functions as may be designated to him by the Council and the Assembly.
Article VIII
Impeachment and Suspension
from the Office
Section 1. Any officer who
violates the Constitution of the College Student Council, commits grave misconduct and neglects his duties shall be liable
for impeachment or suspension.
Section 2. For the purpose
of impeachment, an affirmative vote of at least two-thirds of all the Council members shall be required.
Section 3. For the purposes
of suspension, an affirmative vote of all committee members there being determined shall be required; provided that the period
or suspension shall not exceed 60 days.
Article IX
Meetings
Section 1. The College of
Arts and Letters, Student Congress shall meet once during the second semester in a school year.
Section 2. The General Meeting
of the Assembly shall be held two (2) times during the school year. A majority of the total membership of the Assembly shall constitute a quorum.
Section 3. The regular meeting
of the Council shall be held every Thursday of the week, the time and place to be designated by the President. Six members
shall constitute a quorum and their acts shall bind the Council.
Section 4. The President
may call for emergency and special meeting.
